What kind of measures of direct coercion can use city guard?

- manual flamethrowers.

A municipal guard may use the measures indicated above. They all need to respond to the needs resulting from the existing situation and be necessary to ensure subordination to the police commands. They should be used in such a manner so as to reduce the risk of violating any personal goods of the person in relation to whom the measures had to be taken. Direct coercion measures may be used by an officer only after prior call for proper conduct and a warning about its consequences.
