When can the city guard make an arrest?

 

A municipal guard can detain a person who pose a direct threat to human life or health and to property, in order to promptly escort such a person to the nearest police unit. A municipal guard cannot detain any person for a longer period, for instance in his or her office. Upon detention, a municipal guard has the right to use the means of direct coercion. If a detainee loses consciousness or has visible body injuries, a municipal guard is obliged to provide assistance. In addition, she/he must provide medical assistance also in situations when the detainee requests a medical examination or claims to be suffering from a condition requiring permanent or periodic medical treatment that cannot be discontinued without risk to health or life.
