Can I make a citizen's arrest if I witness a crime?

Yes. According to the law, every person has the right to detain another individual, having caught him/her when caught red-handed or in a chase directly after a crime has been committed (if there is a suspicion that the offender will hide or when his/her identity cannot be determined). The person thus detained must be immediately handed over to the police.
